Conference Overview
The year 2009 brings our industry many new opportunities and challenges. After weeks
of negotiation, Congress and the Obama Administration reached agreement on a stimulus
package that will hopefully provide much needed capital to affordable housing development.
Among the incentives, the package included $2.25 billion for TCAP gap financing
in Low Incoming Housing Tax Credit (LIHTC) transactions, and the LIHTC exchange
program to be administered by state LIHTC allocating agencies. In addition, the
new HUD secretary, Shaun Donovan, brings to the agency a fresh new perspective that
will significantly affect the way HUD operates and the way our industry relates
to HUD.
The continued fallout from the subprime mortgage crisis has absorbed tremendous
amounts of capital, causing a decline in available investment dollars. This liquidity
crunch has caused tax credit pricing to decrease, increasing the need for additional
federal resources.
Against this backdrop come challenges in light of concerns about shortfalls in this
and other programs in 2009. Led by industry experts, this conference will provide
candid insights, observations, and real-life examples for how to address these issues
in a changing economy.
